What Actually Happens at a C&P Exam

C&P examiners work from Disability Benefits Questionnaires, which are structured forms tied to the rating criteria for each body system. The examiner's job is to observe, measure, and record: range of motion in degrees, frequency of symptoms, functional limitations, whether a condition is at least as likely as not related to service.

This is why the exam can feel abrupt. A twenty-minute appointment that covers three claimed conditions is normal. The examiner is not deciding your claim, and they usually will not tell you what they wrote. A rater at a VA regional office reads their report later and applies the rating schedule to it.

Most conditions the VA rates are not constant. Back pain flares. Migraines come and go. PTSD symptoms spike around anniversaries and stressors. If you describe only how you feel sitting in that chair on a decent morning, the record reflects a milder condition than the one you actually live with.

Be specific and concrete instead of general. "I have bad days" is weak evidence. "About three days a week I cannot bend to tie my own boots, and twice last month I left work early because of it" is documentation. Frequency, duration, and what the symptom stops you from doing are the details the rating criteria actually turn on.

Range-of-motion testing is a common place claims quietly lose value. The examiner will ask you to bend, reach, or rotate. If you force past the point where pain begins because you were trained never to quit, the number recorded is the number you forced, not the number that reflects your functional limit.

Move until pain starts and say so out loud when it does. Painful motion matters in the rating criteria. It is not exaggerating to stop where it genuinely hurts, and it is not weakness to say the words.

You are allowed to bring notes. A short written list of your conditions, your symptoms, how often they occur, and what they prevent you from doing keeps the exam from turning into a memory test under pressure.

If you have supporting evidence the VA may not have, such as buddy statements or a private provider's opinion, the exam is not the place to hand it over. That goes into your claim file through the proper channels. An accredited representative can tell you what belongs where.

• Every claimed condition, listed by name
• How often symptoms occur and how long they last
• Specific tasks the condition stops or limits
• Medications you take and their side effects
• Work or family impacts you can describe in plain terms

You can request a copy of the C&P report through a records request. If it contains a factual error, such as a condition you reported that was omitted or a statement you never made, that is worth raising with an accredited representative rather than letting it sit in the file.

A single unfavorable exam is also not the end of a claim. There are review paths built into the process specifically for cases where the evidence was incomplete or misread.
