Your VA Claim Was Denied. What Comes Next?

The decision letter states why the claim was denied, and the reason determines your best move. A denial for lack of a service connection is a different problem from a denial that acknowledged the connection but assigned a rating you disagree with, which is different again from a decision that overlooked evidence already in the file.

Most veterans skim to the outcome and stop. The reasoning section is the part that tells you what to do next.

A supplemental claim is the path when you can add evidence that was not in the file before. A new medical opinion connecting the condition to service, treatment records the VA never obtained, or buddy statements documenting an event that was not otherwise recorded.

The key word is new. Resubmitting the same file and hoping for a different reader is not what this path is for, and it will generally produce the same result.

A higher-level review asks a more senior reviewer to look at the same evidence again on the theory that the original decision made an error. No new evidence is accepted in this lane, which is the main thing veterans get wrong about it.

This is the right path when the file already contained what was needed and the decision did not reflect it. You can request a phone conference with the reviewer to point directly at the error, which is often the most valuable part of the option.

A Board appeal moves the case to a Veterans Law Judge, with sub-options that include a direct review, submitting additional evidence, or requesting a hearing. It generally takes the longest and is the path for genuinely contested questions.

Because the timelines differ so much across these three options, the choice is partly strategic. Some veterans file a supplemental claim to fix a specific gap quickly rather than waiting years for a Board decision on the same issue.

There is a filing window after a decision, and staying inside it protects your original effective date, which determines back pay. Missing it does not necessarily end your options, but it can cost you months or years of retroactive compensation.
