Discharge Upgrades: Who Qualifies and How the Process Works

Discharge upgrade requests go to one of two bodies depending on your situation. A Discharge Review Board (DRB) can change your discharge characterization, for example from Other Than Honorable to General, and generally handles requests filed within a set window after discharge. A Board for Correction of Military or Naval Records (BCMR or BCNR, depending on branch) has broader authority: it can change the characterization, the narrative reason for discharge, and even the reenlistment code, and it can be petitioned essentially any time after discharge, though waiting a long time without explanation can work against you.

Which board you go to affects what's possible and roughly how the process runs, so it's worth confirming the right one before you file.

Boards look at whether your discharge was proper and equitable given the full record, not just whether the underlying incident happened. Boards have been directed to give liberal consideration to claims involving undiagnosed or later-diagnosed PTSD, traumatic brain injury, military sexual trauma, and other conditions that may have contributed to the conduct that led to separation, particularly when that conduct followed an in-service trauma.

That doesn't guarantee an upgrade, but it means a board is required to seriously weigh a documented mental health or trauma connection rather than looking only at the discharge paperwork.

• Whether the discharge characterization matches the severity of the underlying conduct
• Whether a diagnosed or undiagnosed condition, such as PTSD, TBI, MST, or depression, may have contributed
• Overall record of service, including awards, deployments, and performance before the incident
• Post-service conduct and any evidence of rehabilitation

A bare request to upgrade a discharge rarely succeeds on its own. Boards respond to documentation: medical or mental health records connecting a diagnosis, even one made years later, to the timeframe of the incident; buddy statements describing conditions or behavior changes observed at the time; character references from employers or community members since discharge; and a clear personal statement explaining the circumstances and what's changed.

A private mental health evaluation obtained after service, specifically addressing whether a condition existed at the time of service and whether it's linked to the conduct in question, is often one of the more persuasive pieces of evidence a veteran can add to the record.

• A personal statement connecting the circumstances to the discharge decision
• Awards, evaluations, or commendations that show the fuller picture of your service
