VA Debt Help Guide
If VA says you owe it money — a benefit overpayment or a health care copay bill — you have more options than paying it all at once, and two deadlines that matter. This guide lays out each option and where to send it, from VA's own guidance.

Dispute within 30 days to stop collection
If you think the debt is wrong, dispute it in writing. VA says that if you dispute the overpayment within 30 days, you can avoid collection actions. Submit a written statement online, through Ask VA (where you can upload evidence), or by mail.
Ask for a waiver within 1 year
A waiver asks VA to forgive the debt. VA states that the time limit to request a waiver is 1 year from the date you received your first debt letter. Submit (Financial Status Report) online or by mail.
Set up a repayment plan
For a plan under 5 years, no form is needed: ask online through Ask VA, by phone, or by mail to the Debt Management Center, PO Box 11930, St. Paul, MN 55111. For a plan of 5 years or longer, submit — online is the fastest way.
Offer a compromise
A compromise offer asks VA to accept a smaller amount as payment in full. Submit online or by mail. VA lists no deadline for this option.
Pause payments during a hardship
VA lists a temporary hardship suspension of repayments as an option. Its page gives no form or deadline for it, so contact the Debt Management Center through the link below to ask.
If your waiver is denied
First ask the Committee on Waivers and Compromises to reconsider, online or by mail. If you still disagree, you can request a Board Appeal — VA says you have 1 year from the date on your decision letter, unless you have a contested claim. To challenge the VA decision that created the debt in the first place, use a Supplemental Claim, Higher-Level Review, or Board Appeal.
Health care copay debts work differently
Copay debts are handled by your VA Consolidated Patient Account Center (CPAC), not the Debt Management Center and not the medical facility. For a repayment plan, mail to your CPAC. For a waiver or compromise, submit online, by mail, or at the business or health administration office of your nearest VA medical center. If your income has dropped and you can't afford future copays, ask about a hardship determination and copay exemption.
