Section 4.2 makes interpreting examination reports in light of the whole recorded history the rating specialist's responsibility. Section 4.10 places a different duty on the examiner: to furnish, in addition to the etiological, anatomical, pathological, laboratory and prognostic data required for ordinary medical classification, a full description of the effects of the disability on the person's ordinary activity.

What should an examination record for the criteria to be usable?

The criteria turn on specific, measurable findings — ranges of motion in degrees, the frequency and duration of episodes, and objective test values such as FEV-1, blood pressure readings or audiometric thresholds. Recording what was measured, and how, is what lets the schedule be applied to the case. Section 4.2 notes that different examiners at different times will not describe the same disability in the same language, and that reports must be reconciled into a consistent picture.

Why do joint examinations need to address pain specifically?
