CRDP vs. CRSC: Which Concurrent Receipt Program Is Right for You?

By default, military retirees who also qualify for VA disability compensation are subject to what's usually called the VA offset, or waiver: retirement pay from the Department of Defense gets reduced, dollar for dollar, by the amount of VA compensation received. The idea historically was that you shouldn't be paid twice by the federal government for the same thing. In practice, it meant many disabled retirees saw their DoD retirement check shrink substantially, even though retirement pay and VA compensation are meant to address different things: retirement pay for years served, VA compensation for service-connected disability.

CRDP phases out the offset for eligible retirees, restoring some or all of the retirement pay that would otherwise be withheld. It's generally available to career retirees whose combined VA disability rating meets a minimum threshold set by law. Where you qualify, CRDP is treated as regular military retirement pay: it's taxable, and it's typically applied automatically through coordination between the VA and the Defense Finance and Accounting Service once your eligibility is established, without a separate application in most cases.

CRSC works on a different basis entirely. Instead of being tied to your overall combined VA rating, it's tied to whether specific disabilities are combat-related, as defined by statute: conditions connected to combat operations, hazardous duty, training that simulates war conditions, or an instrumentality of war. CRSC generally has a lower minimum rating threshold than CRDP, but every condition claimed under it has to be documented as combat-related, which is a higher evidentiary bar for each individual condition. Unlike CRDP, CRSC is not taxable, and it requires a separate application through your service branch rather than being applied automatically.

You generally can't receive the full amount of both programs for the same disability at the same time, and DoD runs an annual election process that allows eligible retirees to switch between CRDP and CRSC if they qualify for both. Which one nets out better depends on your specific numbers, not a general rule.
